The best DMCA ignored dedicated servers are Impreza (offshore servers in Ukraine, Romania, Russia and Finland, sign-up without an email), FlokiNET (Iceland, Romania, the Netherlands and Finland, with a policy built around whistleblower sites) and AlexHost (Moldova, from €26 per month).
None of them make content untouchable. "DMCA ignored" means the host doesn't act on a US DMCA notice just because it arrives. It forwards the notice to you and follows the law of the country where your server sits. Illegal content such as CSAM, malware or phishing is banned by every host on this list.
Many lists still recommend mainstream hosts like Hostinger or Namecheap for this. Both act on copyright complaints, and a US company or a US data center is bound by the DMCA, so those suggestions don't hold up. I checked each host's own policy pages and current plans for this list.

7 Best DMCA ignored Dedicated Servers
A dedicated server gives you a whole physical machine, not a slice of one like a VPS. Nobody else's sites share your CPU, RAM or disks, and you have full root access.
The hardware doesn't decide how a DMCA notice is handled, though. That depends on the host's policy and the server's country, so for each provider below I note which locations the policy covers, what sign-up asks for, and how you can pay.
If you don't need a full machine, my list of DMCA ignored VPS hosting covers cheaper virtual servers from the same kind of providers.
Impreza (Best Overall)
Impreza is run by ImpCom International Ltd, registered in the Seychelles in 2015 after starting in Brazil in 2013. Its offshore dedicated servers are the ones it labels "DMCA Ignored": notices "are forwarded to you rather than used alone to take down your service".
Sign-up is the most private on this list. An email address is optional: you get an account ID and a one-time recovery code, and Impreza says it requests no documents.
The offshore dedicated range covers four countries:
- Ukraine
- Romania
- Russia
- Finland
The cheapest true dedicated server is Ukraine "Server I" at $150 per month: an Intel Xeon E5-2620 with 6 cores, 16 GB DDR4 RAM, 2 x 250 GB SSD, unlimited bandwidth and a 1 Gbps port. A cheaper "Server +" at $110 runs on shared infrastructure, so it isn't a full machine of your own.
Romania plans include DDoS protection (1 Tbit+). For the other three countries, the plan cards don't mention it, so check before you order.
Payment works with Bitcoin and Monero (Impreza Pay) or USDT-TRC20 and TRX (TronPay), as well as PayPal, cards and bank transfer. Impreza also markets its servers as Tor-compatible, including .onion services.
Impreza sells dedicated servers in about 25 more countries, including Switzerland and the Netherlands. Impreza itself notes that most of those locations are not DMCA ignored, so stay with the four above if that matters to you. When I asked Impreza support on October 29, 2026, its Iceland location was out of stock, and it isn't in the current dedicated offer.
FlokiNET (Best Runner-up)
FlokiNET was founded in Iceland in 2012 to host free press, freedom-of-speech and whistleblower projects. FlokiNET ehf is based in Reykjavík and is a RIPE member with its own IP space.
Its abuse policy is clear about copyright: the law of the country hosting your server decides how a complaint is handled, complaints need proper documentation, and FlokiNET says it won't act on DMCA or copyright complaints about whistleblower websites.
Dedicated servers are available in:
- Romania
- Iceland
- the Netherlands
- Finland
The cheapest plan in FlokiNET's table is Romania at €114 per month: an HP DL320e G8 with a 4-core Xeon E3-1240 v2 or v3, 16 GB DDR3, 2 x 2 TB SATA HDD, 10 TB of bandwidth and a 1 Gbps port. A banner on the same page advertises servers "from €89", but no €89 plan was in the table on October 31, 2026.
Sign-up asks for no personal information, only a working email address. FlokiNET accepts more than a dozen cryptocurrencies, including Bitcoin, Monero, Litecoin, Zcash, Dash and Ether. PayPal may not be accepted for dedicated servers.
FlokiNET lets customers run .onion sites and Tor nodes. Adult content isn't allowed on its Iceland servers.
AlexHost (Best Price)
AlexHost (ALEXHOST S.R.L.) was founded in Moldova in 2008. It runs its own data center there, which it describes as 5 meters underground in the bomb shelter of a former military plant.
It's the cheapest option here. The entry dedicated server costs €26 per month: an Intel G3220 with 2 cores, 4 to 32 GB DDR3 RAM, an SSD or SATA drive and one IPv4 address. The page lists a 1 Gbps shared port, unlimited traffic and a 30-day money-back guarantee for its dedicated servers.
Most dedicated plans are in Moldova, which is where AlexHost's offshore pitch applies. It also lists dedicated servers in:
- Bulgaria (from €180)
- England (from €260)
AlexHost isn't a blanket "ignore everything" host. Its abuse page says it "does not interfere with justified complaints of copyright holders" and may notify you about a complaint. What it protects firmly is your data: it won't hand client data over without a conviction and an official request from Moldovan law enforcement.
AlexHost says it doesn't ask customers for ID cards. You can pay with Bitcoin, Monero, Ethereum, Litecoin, USDT, USDC, BNB or Dash, as well as cards and PayPal. Its FAQ says all servers have anti-DDoS protection.
The Onion Host
The Onion Host focuses on offshore hosting with email-only sign-up: it says standard orders need no KYC or identity verification.
Its DMCA page says foreign notices "do not possess automatic extraterritorial jurisdiction" over its servers. They are usually forwarded to you as information, and the host only acts unilaterally on a valid court order from the local jurisdiction.
Dedicated servers are currently online in:
- Sofia (Bulgaria)
- Kyiv (Ukraine)
- Amsterdam (the Netherlands)
Moldova and Iceland are listed as coming soon.
Bulgarian servers start at $80 per month. The sales page shows a Xeon E3-1241 v3 at that price, while the $80 plan in the order store is a 4-core Xeon E3-1220 v3 with 8 GB DDR3, a 2 TB HDD and unmetered bandwidth, with the setup fee included. Netherlands servers start at $160 in its store.
500 Gbps DDoS protection is included on all plans. Payment options include Bitcoin, Monero, Ethereum, USDT and Litecoin.
Two limits are worth knowing. Dedicated servers are unmanaged (full root plus IPMI), and they are strictly non-refundable once provisioned, even though some sales pages still show a money-back badge. Its AUP also bans Tor exit relays and adult content.
OrangeWebsite
OrangeWebsite was founded in Reykjavík in 2009 and is run by IceNetworks Ltd. Every server it sells is in one data center in Reykjavík, Iceland.
It has the firmest legal position on this list. Its terms say hosted sites are "regulated only by Icelandic Law", and it leaves it to Iceland's courts to decide whether material is infringing. A takedown happens when an Icelandic court grants one, and customer details are only shared with a valid Icelandic court order. A DMCA notice on its own doesn't meet either bar.
Dedicated servers start with Level 1 at €177 per month: an Intel Xeon E3 with 4 cores, 8 GB RAM, a 1 TB SATA HDD, 10 TB of traffic and one IP address. There is no setup fee, and a three-year term brings Level 1 down to €132.80 per month. The largest plan, at €317, has two Xeon E5 CPUs and 64 GB RAM.
Sign-up only asks for a valid email address. You can pay with Bitcoin, Monero, Litecoin, Ethereum or Bitcoin Cash, as well as PayPal or cash by mail.
The trade-offs are price and extras. DDoS protection costs €79.90 per protected IP, servers are self-managed, and the terms exclude dedicated servers from the money-back guarantee. Child abuse material, terrorism, hate speech and doxxing are banned, and the order page doesn't show stock levels.
Webcare360
WebCare360 has been hosting since 2009 and sells "offshore" and "onshore" dedicated servers separately. Only the offshore range fits this list.
Its "DMCA Flex" policy says a US DMCA notice "does not, by itself" become a takedown instruction. Requests are reviewed against the local legal context and its terms, and the policy doesn't cover unlawful content or valid legal process.
Offshore dedicated servers are available in eight countries:
- the Netherlands
- Switzerland
- Romania
- Norway
- Sweden
- Moldova
- Ukraine
- Russia
The cheapest is Norway from €69.99 per month: an Intel Core i3 with 4 threads, 4 GB DDR3, a 250 GB SSD, a 1 Gbps port and 50 TB of transfer. The Netherlands starts at €89.99 with a 6-core Xeon E5-2630L v2, 16 GB RAM and a 280 GB SSD on a 100 Mbps unmetered port.
WebCare360 accepts Bitcoin, USDT, Litecoin, Dash, Dogecoin, Zcash, BNB, Ethereum and Solana, plus PayPal. It no longer lists Monero.
Sign-up isn't as anonymous as Impreza's or The Onion Host's: WebCare360 asks for accurate contact details and verifies your email. DDoS protection depends on the location, any setup charge is added at checkout, and dedicated server payments are final with no refunds.
KoDDoS
KoDDoS (Amarutu Technology Ltd) has been operating since 2009 and is known mainly for DDoS protection. Its network page states the policy plainly: "Abuse and DMCA messages will be forwarded to the client for resolution but in most cases action is not required."
Its offshore dedicated servers are in:
- the Netherlands
- Hong Kong
Both locations start at $90 per month. In the Netherlands, that buys an Intel Xeon E3-1230, 16 GB DDR3, 2 x 1 TB drives and a 1 Gbps port. On October 31, 2026, the $90 Netherlands plan showed as out of stock.
Most Netherlands plans come with unlimited premium bandwidth. Hong Kong plans are capped (up to 100 TB on the entry server).
KoDDoS is the only host here with paid server management: $19.99 per month for basic help or $59.99 per month (plus $35 setup) for full management. Standard dedicated plans don't list DDoS protection. Its DDoS-protected dedicated line is separate and starts at $450 per month.
It accepts Bitcoin, Litecoin, Monero, Ethereum, Dash, Peercoin and Zcash, as well as PayPal, cards and bank wire. Content rules follow Dutch law, and child abuse material, malicious scripts and spam are banned.
Buying guide for Dedicated Servers ignoring DMCA
Offshore dedicated hosts offer different levels of privacy, and no host can promise you complete anonymity. These are the points to check before you order.
Server Locations
The server's country matters more than the company's. A notice sent under the US DMCA has no automatic legal force in Moldova, Iceland or Ukraine, so hosts there can forward it to you instead of removing your content.
Local copyright law still applies. A court order from the server's own country is a different matter, and every host on this list follows it.
Also check that the exact location you pick is covered. Impreza, for example, labels only four of its dedicated locations as DMCA ignored.
Locations that offshore hosts commonly use include:
- Moldova
- Iceland
- Romania
- Ukraine
- Bulgaria
- the Netherlands
- Switzerland
- Hong Kong
Check their Policy & Terms of Use
Read the host's DMCA or abuse policy and its acceptable use policy before you buy. "Forward" can mean "we pass it on and do nothing", like KoDDoS, or "prove you own the content within 24 hours or we null-route the server", which is far from ignoring it.
The AUP tells you what is banned outright. Several hosts ban adult content in some or all locations, and The Onion Host bans Tor exit relays. If your project is unusual, ask support before you pay.
Security & Performance
A dedicated server is only as fast as its hardware, so compare CPU generation, RAM, disk type (SSD or HDD) and port speed, not just the price. Several cheap offshore servers use older Xeon CPUs and DDR3 RAM.
DDoS protection matters for sites that attract attention. It's included at The Onion Host, AlexHost and some Impreza and FlokiNET locations, and costs extra at KoDDoS and OrangeWebsite.
Payment Methods
Paying with cryptocurrency keeps your bank details out of the host's records, but it doesn't make you anonymous by itself. Bitcoin transactions are public, so Monero gives more privacy if the host accepts it.
Check the sign-up form too. Impreza, FlokiNET, The Onion Host and OrangeWebsite need at most an email address. WebCare360 asks for contact details, and a host can always ask for more information later.
Conclusion
For most people, Impreza is the best overall choice. It labels four offshore dedicated locations as DMCA ignored, forwards notices instead of acting on them, and lets you sign up without an email address.
If your project is journalism or whistleblowing, FlokiNET has the policy written for it. If you want the strictest legal stance and don't mind the price, OrangeWebsite only acts on an Icelandic court order. If you're on a tight budget, AlexHost starts at €26 per month in Moldova. If you want someone else to manage the server, KoDDoS is the only host here that sells management.
